Locking the PHY Registers

1. If the StatusBitField is completely cleared (0) then we don't lock.

2. If the core revision is less than 3

   1. SuspendMAC

   2. Lock the software lock
3. Otherwise

   1. If this is not an AP, set the PowerSavingControlBits bit 26 and calculate bit 25

Unlocking the PHY Registers

1. If the software lock isn't enabled

   1. If this isn't an AP, calculate both of the PowerSavingControlBits

2. Otherwise
   1. Unlock the software lock

   2. EnableMAC
